Commission approves consent calendar including Larkin Street relocation and adopts revised outpatient mental-health rates

The Health Commission took the consent calendar as a single action and adopted it by voice vote. The consent calendar included a site-relocation request for Larkin Street Youth Services; Commissioner Chung said two community meetings produced no opposition and the relocation would improve client access.
Separately, Anna Okubo presented mid-year revisions to outpatient mental-health published patient rates for FY14-15 and FY15-16. She explained the state calculates an interim rate using cost reports from two years prior and recently increased that interim rate above the departments previously approved published rate. Because Medi-Cal reimbursement compares published rates to actual costs and pays the lower of the two for some payers, Okubo said raising the published rate maximizes reimbursement for the department. Commissioners moved and approved the revised rates retroactively by voice vote.
The commission also received an annual gifts report showing roughly $9.6 million in gifts for FY13-14, with major contributions from the San Francisco General Hospital Foundation and the Public Health Foundation; commissioners thanked donors and staff.
