Annika Chowdhury of DPH’s Office of Policy & Planning reviewed the changes and a financial impact analysis requested by commissioners. DPH presented calendar‑year cost estimates that showed an additional projected cost of about $6,850,000 in 2015 for the combined set of changes and a reduced net impact (about $700,000) in 2016 after enrollment shifts and savings are realized. DPH said these are estimates based on enrollment projections and that outcomes depend on how many participants transition to Covered California and on future open-enrollment behavior.
Commissioners discussed the baseline numbers and sought clarification that the projections refer to calendar-year costs and to how many people were affected. DPH said there are roughly 5,000 Healthy San Francisco participants in the transition cohort (people eligible for Covered California), and staff identified smaller subgroups (uninsured seniors and people denied MRA transfers for lack of proof) that informed the fiscal estimate. The commission approved the resolution to adopt the staff recommendations and directed DPH to report back with implementation details during upcoming budget work.
