DPH highlights budget gains, restorations in mayor'proposed budget

DPH staff reported that the mayor's budget restored federal HIV reductions, added funds for security, increased community partner funding, added nurse positions and included a $26.5 million transition budget for the new hospital.
At the meeting the Department of Public Health presented a budget update and outlined changes in the mayor'proposed budget that affect DPH programs and operations.
Greg Wagner, DPH chief financial officer, said the state and mayor'proposed budgets included several positive items: restoration of federal HIV funding that had been cut, partial restoration of contracted services funding, $3 million annualized for a HOTT (homeless outreach) enhancement, a 1.5 percent cost'of'doing'business increase for community'based providers (about $3.2 million), and additions to RN staffing for emergency and med'surg coverage. Wagner also noted a $26.5 million transition budget to help the department move into the new hospital when it opens.
Earlier in the meeting the director had summarized state budget actions adopted on June 15, citing a $156.4 billion California budget for FY 2014'15 and enumerating several items that could improve access for DPH clients, including Medi'Cal pregnancy eligibility changes, a state wrap program for pregnant women and additional allocations for HIV and hepatitis C programs.
Commissioners thanked staff for the summary and noted subsequent board of supervisors deliberations and approval steps; the DPH expects a signed city budget by August 1.
