Health Service Board awards actuarial contract to Aon after competitive RFP

The San Francisco Health Service Board voted unanimously in June to award its actuarial and consulting contract to Aon Services Corporation following a formal RFP and oral‑interview process.

Michael Pisconti, contracts administration manager for SFHSS, told the board an eight‑member evaluation panel reviewed proposals from two firms and conducted extensive oral interviews to confirm teams and capabilities. Pisconti said the panel included three SFHSS staff, two members from other city departments (the Controller’s office and the Unified School District) and three outside subject‑matter experts. He recommended approving, ratifying and confirming the award to Aon and authorizing staff to negotiate a contract.

Pisconti also confirmed the RFP protest period had closed the prior night, allowing negotiations to start. The recommended initial term is three years with two one‑year extension options; staff told the board they expect to have the agreement executed before July 1.

President Scott thanked the contracts team for conducting a thorough process. The board approved the motion by roll‑call vote, and the chair welcomed Aon as the system actuary.

Board materials showed two proposals were received (Aon and the Siegel Group) and that the oral interview process was used to ensure the team that wrote the proposal would be the team providing services. Pisconti emphasized diversity, equity and inclusion criteria were included in scoring and interview questions.
