SFHSS plans open RFI on Medicare Advantage; staff outlines Sept.–Dec. schedule

San Francisco Health Service System staff described a staged, transparent procurement for possible Medicare Advantage offerings, beginning with a Request for Information to solicit market input before deciding whether to run a full RFP.
Contracts manager Michael Visconti and consultant Anne Thompson said the RFI will be open to any willing carrier and will not preclude any firm from participating in a later RFP. "We plan to release the RFI to the marketplace on September 24," Thompson said, with responses due Oct. 22 and the review scheduled for the December board meeting. If the RFI indicates an RFP is needed, staff expect to issue an RFP in January 2022 with nonfinancial responses due in March and financials in April, and board review of results in May–June.
Staff emphasized the RFI's educational role: it is designed to "refine a future RFP scope" and to allow the board and subject-matter contributors to explore options for Medicare-eligible members. Board members asked about the board's and staff's roles in the final decision; staff explained the board sets goals and objectives and staff will return recommendations after the RFI/RFP process, with legal counsel advising on action-item status.
Ending: The board requested further legal clarification about which steps require board action versus staff decision-making; staff said they will return with a clear explanation and to present the RFI results at the December meeting.
