SFHSS director reports progress on vaccinations, RFP plans and race‑equity work

Director Abby Yant, executive director of the San Francisco Health Service System, opened her report by saying the city has “now inoculated over 200,000 persons with at least the first dose” and described ongoing development of an implementation plan to carry out recommendations approved by the board.
Yant said the system is preparing vendor and operational changes the board approved last month — adding the Health Net Canopy product to the menu and changing the PPO administrator for the city plan — and that preparatory meetings with Blue Shield are already underway. She said the vendor blackout period will extend through June while rates and benefits are finalized.
On COVID‑19 vaccination metrics, Yant said a “key measurement” is uptake among older residents and that for persons over 65 the coverage figure is “about 69 percent” (her phrasing). She cautioned that tracking exact vaccination rates for members is difficult because multiple registries and provider systems do not share employment data.
Yant also described work to build an experience‑reporting system that will aggregate routine reporting from health and dental plans. She said the system will use guidance from industry groups and will feed into rate and benefits decisions in June, and possible RFP activity in September if Medicare products are found inadequate.
On equity, Yant reported the board’s race‑equity action plan is moving from internal review to an external, membership‑facing phase and that the SFHSS internal advisory group has begun training and outreach to align equity measures across plans.
The board thanked Yant and staff for pandemic response work, including remote operations, telehealth expansion and flu and vaccination clinic logistics. The president said no board action was required on the update; the board moved to subsequent agenda items.
