SFHSS reports modest membership growth; Kaiser remains largest carrier among employee lives

Marina Coleridge, Enterprise Systems and Analytics Manager for the San Francisco Health Service System, presented the 2020 demographics report, a snapshot of membership as of Jan. 1 each year.
Coleridge said overall membership increased about 1% year over year to 136,483 lives (including enrolled and waived members). Dental enrollment sits at about 121,741 lives (including approximately 13,000 waived members). She noted 97% of members live in the eight Bay Area counties and that 38% of members live in San Francisco. The report showed migration among plans during open enrollment: some members shifted between Blue Shield’s Access/TRIO plans and Kaiser; Kaiser continued to gain share among employee lives.
Coleridge highlighted additional segmentation added this year, including employee race data for equity analysis and a retiree breakout by Medicare and non‑Medicare status. Commissioners asked questions about flexible spending account (FSA) enrollment levels and employer‑level differences. Mitchell Griggs, chief operating officer, said FSA participation typically increases gradually and that the trust absorbs FSA administration costs.
