Rodriguez explained exclusions: gurney or ambulance‑style transport is not covered at rollout because the contracts and CMS regulatory requirements that govern such services require additional vendor approvals and system changes that could take about a year to complete. "The challenge for us is that we have to go through a regulatory process to contract with them and CMS has some requirements... and it takes about a year," Rodriguez said. Kaiser said it plans to pursue adding those services and will provide status updates; board members requested at least quarterly check‑ins.
Kaiser also announced labor and leadership developments: a strike notice from the National Union of Healthcare Workers for certain behavioral‑health staff for Dec. 16–21 and the appointment of Gregory Adams as Kaiser Permanente CEO.
Next steps: Kaiser to provide regular implementation updates on the transportation benefit and to coordinate communications with HSS about member eligibility, vendor processes and any midyear enhancements.
