Board approves clarification to infertility benefit to remove administrative barriers

The HSS board unanimously approved clarified language to ensure covered infertility services (including certain oral medications, injectable hormones and insemination) are available to eligible members regardless of age, partner status or gender identity and directed staff to work with plans on administration issues identified with Blue Shield.
The San Francisco Health Service System Board voted unanimously to adopt clarified language governing the HSS infertility benefit originally approved in 2017.
Executive Director Abby End said the clarification was driven by implementation questions the department surfaced while reviewing how plans administer the benefit. The memo and grid presented to the board add explicit language stating that covered infertility servicesincluding oral medications, injectable hormones and inseminationare available to eligible members regardless of age, domestic-partner status, gender identity or sexual orientation, and that least-invasive diagnostic services to determine a member's ability to achieve pregnancy may be covered.
Staff said most issues were identified with one plan (Blue Shield) and that Blue Shield has designated a case manager to investigate potential denials and to improve administration. End and board members emphasized that member services will continue to field calls and assist with benefit appeals or clarifications.
After public comment from an advocacy and legislative-staff speaker who urged precise, plain-language policy drafting to avoid interpretation gaps, the board moved, seconded and approved the clarification without objection.
