HSS director highlights employee-engagement gains and rising EAP demand

Executive Director Abby End and staff reported on internal priorities and staff supports at the San Francisco Health Service System meeting.
End said HSS is monitoring the marketplace and postponed any request-for-proposals for plan-year 2021 while continuing member focus groups and an update to the strategic plan. She also acknowledged the passing of Kaiser Permanente CEO Bernard Tyson, and Kaiser representatives offered brief remarks.
Marina Coleridge presented results from HSS—s 2019 "Your Voice Matters" employee-engagement survey: 52 items administered Aug. 30—Sept. 16, with 48 employee respondents and a high participation rate versus 2016. Coleridge identified three themes for the 2020 action plan: collaboration, employee recognition and career development, and said staff will partner with the Department of Human Resources on next steps.
Carrie Beshears, HSS well-being manager, described the Employee Assistance Program (EAP) services for managers and employees, including counseling, referrals and critical-incident response. Beshears said the team has three counselors and recorded 64 trauma-response activations this year; she told commissioners the team is operating with "tight capacity" and HSS is considering external consultation to project demand and resource needs for first responders and other groups.
Board members pressed staff on how to measure capacity and on plans to expand services for first-responder groups. End said the department is exploring outreach, stronger liaison connections to health plans and possible external assessment to size needs and identify funding or staffing options.
HSS will report back to the board with recommendations and follow-up details as part of action planning under the strategic plan.
