The Health Service System Board ratified awarding the actuarial and consulting services contract to Aon Consulting Inc. after a competitive RFP. Pamela Levin, SFHSS chief financial officer, described the selection process: four written proposals (Deloitte, Dickerson, Willis Towers Watson and Aon) were scored by a five‑member evaluation panel, interviews held, and Aon received the top combined score.
Levin said the RFP included heightened contractual requirements such as provisions for reassignment of personnel at the request of SFHSS, restrictions on concurrent services for other city departments, and enhanced transition planning. The selection was unanimous and the board authorized staff to begin contract negotiations; staff said if negotiations fail the board would proceed to the next highest‑ranked firm.
The board acknowledged staff for the procurement work and approved the action without dissent.
