Aon consultants presented benchmarking results (Health Value Initiative) and the strategic‑planning process the board will use to shape benefits and implementation through 2023.
The benchmarking study reported a per‑enrolled‑employee cost of approximately $12,578 for 2018 and that SFHSS bears about 85.6% of the "total healthcare dollar" for its enrolled population. Aon explained five comparator baselines (public sector, labor market, Fortune 500, geographic labor market and the full HVI database) and said the study normalizes for demographics, geography and plan design to produce a financial efficiency index; Aon reported SFHSS’s index at about 117.9% (higher index interpreted as greater purchasing efficiency).
Consultants described the strategic planning timeline: discovery and an innovation day were completed in June; phase‑2 work on benefit philosophy and guiding principles is underway; three focus groups of up to 20 people each are planned for late August to solicit frontline and member feedback; and a draft strategic plan is expected for the September board meeting. The plan will include mission/vision, guiding principles, strategic goals, and a 1–3‑year implementation/business plan for tactics and measures.
Board members asked whether the comparators account for collective bargaining and for segmentation options; Aon said the public comparator pool includes a mix of public employers and that custom segmentation is available if requested. Commissioners also asked that cost and value be made prominent in the guiding framework, and consultants said affordability and sustainability are central to the mission and will be reflected in the draft plan.
No formal votes were taken on the strategic plan at this meeting; staff and consultants were directed to involve stakeholders and to return with the draft and additional benchmarking detail.
