HSS warns of possible layoffs if Board of Supervisors doubles attrition savings

Director Dodd told the Health Service Board that the department has been relying on two vacant positions as attrition savings and that a new budget analyst recommendation would double that target.

"They want to double our attrition savings, which would mean we'd have to lay off 2 people, or not fill 2 positions that we have made offer letters to," Director Dodd said, warning that recommendations in the budget analyst's preliminary report could lead to staff reductions if not resolved in negotiations.

Dodd said the mayor’s proposed budget accepted the department’s submission, which already built in a 1.5 percent decrease over two years, but that the budget analyst’s recommendations are preliminary and subject to negotiation. She asked commissioners and retirees to contact the Budget and Finance Committee members (mentioned in the meeting packet) to express support for the Health Service System and noted staff would distribute contact details so board members and the public can engage directly with committee members.

Why it matters: Dodd framed the cuts as a threat to staffing stability and to service continuity. She also asked staff to continue negotiations with the budget analyst staff and to present at the Board Finance Committee hearing next Thursday in a short format. Claire Zavonski, representing retirees, said her group would mobilize members to contact committee members and could organize a turnout at City Hall if necessary.

Next steps: HSS staff will meet with the budget analyst and continue negotiations; board members and the public were asked to email and call members of the Budget and Finance Committee before the scheduled hearings. The department also plans to present at the committee hearing in a brief format.
