HSS updates APCD production, releases 9-county benefits pilot showing San Francisco's retiree generosity

The Health Service System reported that its All-Payer Claims Database (APCD) is now live and that staff are exploring how to integrate APCD data with regional intermediaries to produce actionable price and quality information for purchasers.

Marina Coleridge, HSS Data Analytics Manager, said the APCD "has been part of that strategy and we've just recently completed the implementation phase and have it now up and running as a production system." She described an October 1 stakeholder meeting that included Supervisor Farrell, President Scott and Vice President Lemmon, and noted the Board will evaluate options to link the APCD with regional efforts such as CHIPI (California Healthcare Performance Information) and Pacific Business Group on Health intermediaries.

Marie Murphy presented a pilot '9-County' benefits survey (Santa Clara, Alameda, Contra Costa, San Francisco, San Mateo, Sonoma, Solano, Marin, Napa) and reported averaged premiums and employer contributions. Murphy cautioned the averages are unadjusted for plan design or demographics but said "San Francisco's contributions are relatively generous," especially for retirees without Medicare. She also described data gaps for retiree contributions in some counties and recommended further systematic work for future cycles.

Staff emphasized the APCD and the 9-County appendix (posted online) are intended as tools for better transparency and informed bargaining; the Board asked staff to revisit legal and data-sharing impediments and to bring refined proposals back to the Board for next steps.
