Board adopts strategic plan, approves stabilization policy and final ERRP reconciliation

The Health Service Board took several formal actions on Jan. 8, adopting a strategic plan and approving multiple administrative items while electing new leadership.
Leadership: Commissioners unanimously elected Commissioner Brandy Scott as board president after nominations were opened during the meeting. The chair announced plans to address vice-president selection at a future meeting.
Strategic plan: Director Catherine Dodd presented the board's strategic plan, which adds emphasis on wellness and data analytics, automating benefits administration and strategies to mitigate exposure to the excise tax. The board voted unanimously to adopt the plan.
Kaiser research: The board approved a Kaiser-funded diabetes prevention research proposal and authorized staff to seek Kaiser Permanente Northern California Institutional Review Board (IRB) approval.
Stabilization policy: Aon Hewitt presented amendments to the self-funded claims stabilization policy to add the self-funded dental PPO; the board moved and adopted the changes, which include amortizing certain stabilization amounts over three years.
ERRP reconciliation: Pamela Levin presented final reconciliation for the early-retiree reinsurance program (ERRP). The board approved the reconciliation report that documents principal received (~$3,692,576) and interest earned (~$112,843) and the distribution approach previously approved in June 2013.
Votes in each action were recorded as unanimous in the meeting minutes unless noted otherwise; staff will carry out the follow-up steps identified for each approved item.
