Board formalizes blackout periods ahead of rates process and two upcoming RFPs

The Health Service Board adopted formal blackout periods to govern communications between board members and vendors during the rates-and-benefits review and for two forthcoming RFPs.
President Breslin opened the item on the rates-and-benefits blackout and said plainly, "We will have a blackout period, during the rates and benefits process." Later, Lisa Gottby formally noticed two RFP blackout periods: an RFP for a COBRA and FSA administrator beginning March 17, and an RFP for an all-payer claims database beginning March 3. Gottby said the blackout requires that vendors and board members refrain from ex parte communications while the procurement and evaluation work proceeds.
Motions to adopt the blackout periods were moved, seconded and approved on each item with no substantive public opposition recorded in the meeting minutes. Staff said they will publish the RFP timelines and enforce the blackout rules during the solicitation periods.
