HSS demographics: enrollment up modestly; Kaiser gains share

Board members asked questions about FSA (flexible spending account) participation — commissioners noted roughly 3,000 enrolled in health care FSA against a ~36,000 employee base and urged improved vendor functionality in the upcoming RFP — and about younger disability retirees appearing in retiree bins. Staff said the department is running RFPs (EBS, FSA/COBRA) and will time surveys and outreach to avoid disruptions during the office move.
