HSS approves communications strategic plan to prepare members for online enrollment; board votes to skip October meeting

The Health Service Board approved HSS’s communications strategic plan after a presentation by Communications Manager Rosemary Pasentino outlining three priorities — awareness, adaptivity and resiliency — to prepare members for an online self‑service open-enrollment platform planned for 2015.
Plan details: Pasentino said the strategy proposes targeted campaigns, use of video and online decision-support tools, coordination with plan vendors on campaigns timed throughout the year, and prototyping and feedback loops to improve member engagement. Staff said a line-item budget and RFP/RFQ process will follow to select vendors and define costs.
Board action: Commissioner Scott moved to approve the communications strategic plan; the motion was seconded and the board voted to approve the plan unanimously. HSS staff will return with a detailed budget and timeline.
Meeting schedule decision: The board considered and passed a motion to cancel the Oct. 10, 2013 meeting because of open-enrollment workload. Commissioners proposed alternatives — an informal listening presence during open enrollment sessions or online solicitation of feedback — but cautioned about Brown Act constraints and the need for proper noticing when a quorum is present. The motion to cancel passed with one commissioner recorded as opposed.
What’s next: Staff will post meeting notes, post updates online for member feedback, and bring Kaiser-specific updates to the November meeting. HSS said it will also explore member engagement options during open enrollment that comply with the Brown Act.
