Historic Preservation Commission adopts large-apartment historic context statement to guide SF Survey

SAN FRANCISCO — The Historic Preservation Commission on Nov. 20 adopted the "Large Apartment Buildings (1900–1978)" historic context statement, a research-based document intended to guide the SF Survey and property evaluations citywide.
Planning staff Melanie Bishop presented the context statement, authored by Barrett Reiter (Page & Turnbull), explaining that it identifies themes, architectural characteristics and evaluative frameworks to determine significance and eligibility for landmark listing. "The goal of the large apartment buildings historic context statement is to identify the historic features of large apartment buildings that should be protected," Bishop said.
Commissioners praised the report as a "treasure trove of information" and discussed how the document will inform future survey work and potential landmark nominations. Commissioners asked staff to use the context statement in the SF Survey fieldwork and to return in the future with candidate landmarks identified through the survey and other landmarking priorities, including those arising from housing-element rezoning.
The commission moved to adopt the large apartment buildings context statement; the motion passed unanimously 5–0. Staff said the document will be applied during survey fieldwork and is intended to help identify additional landmark candidates over time.
