The Historic Preservation Commission voted to recommend landmark designation of the Ladies Protection and Relief Society property at 3400 Laguna Street to the Board of Supervisors, while members of the public asked the commission to consider broader protections for the site’s landscape and setting.
Planning staff presented the nomination, noting the site’s significance as San Francisco’s second‑oldest charitable organization and an important example of Jacobian revival architecture associated with Julia Morgan. Staff recommended forwarding the designation to the Board of Supervisors.
Neighbor Tanya Albuquerque told commissioners that a separate redevelopment proposal on the same property could add roughly 60,000 square feet of new buildings that would surround and visually enclose the mansion, leaving only the front facade visible. Albuquerque urged the commission to consider protecting more of the site’s landscape or other buildings to retain public views and context.
Supporters of designation, including an owner representative, said the property stewards have been good caretakers of the building and welcomed landmark status. Commissioners reiterated that the landmark determination evaluates the site’s historic significance and is separate from any review of proposed redevelopment projects; the commission voted to recommend designation (record noted with Commissioner Wright recused for this item). Staff will transmit the recommendation to the Board of Supervisors for next steps.
