Public Works architect Andy Sohn and Planning Department staff presented project plans that include restoring the historic main stair location, reintroducing a public stair, creating a small plaza with fencing and landscaping on Bartlett Street, and constructing a two‑story L‑shaped addition. Staff described Architectural Review Committee comments on fence height and stair materials and recommended three conditions: revise the Bartlett Street fence to address ARC concerns, redesign the central stair to better reflect historic fabric, and provide a salvage/storage plan for removed exterior materials.
Several neighboring residents joined the remote hearing to oppose the schedule and scope of demolition and construction immediately adjacent to living spaces. Callers from buildings that abut the library described late notice, lack of direct outreach, fear of prolonged noise and dust during the COVID‑19 pandemic, structural concerns tied to demolition of a shared wall, and impacts on infants and residents who work from home. Neighbors asked the commission to delay action or require additional study and mitigation plans, including construction hours, dust/noise controls and access to Orange Alley.
Project team members said they had conducted multiple outreach meetings in 2018–2019 and committed to continue engagement; architect Andy Sohn outlined a schedule to submit for building permits in September and bid the work after permits are issued, with construction anticipated the following spring. Staff and commissioners discussed appeal avenues and clarified that appeal of a COA and building permits would go to the Board of Appeals.
Commissioners weighed the public benefit of a modernized branch library against neighborhood impacts and proposed specific refinements. The commission directed staff to: pursue a lighter cladding color and materials for the addition; study Bartlett Street fenestration to harmonize with the main 20 Fourth Street elevation; avoid wholesale removal of historic roof tile where feasible; consider pair doors at main entrances; refine interior stair and ceiling detailing to reduce a "sterile" transition from historic reading room to contemporary addition; and continue community outreach focused on construction logistics. The motion to approve with amended conditions passed unanimously, 7-0.
