The San Francisco Historic Preservation Commission on July 15 recommended approval of a planning code amendment to allow certain nonconforming parking lots in the Mission Street neighborhood commercial transit district to continue for an additional five years.
Amy Beinart, legislative aide to Supervisor Hillary Ronen, said the El Capitan Theater and Hotel at 2351 Mission St. "is an extraordinary property" and urged the Commission to recommend the ordinance to prevent blight and allow time for a viable redevelopment plan that preserves the landmarked façade. Planning staff explained the ordinance would only apply to the nonconforming parking use on the same parcel as a designated city landmark and that any new construction would still require architectural and certificate-of-appropriateness review.
Staff recommended the Commission forward a recommendation of approval, noting the amendment supports commercial corridors under COVID-19 conditions and helps prevent vacancy on Mission Street. With no public callers for the item, the Commission voted unanimously, 6–0, to recommend approval to the Board of Supervisors.
The item was presented as a planning code amendment sponsored by Supervisor Ronen; Amy Beinart and planning staff Veronica Flores were available to answer commissioner questions. The Commission’s recommendation will be included in staff transmittal to the legislative sponsor and the Board of Supervisors for final action.
