Planning staff presented an informational update on proposed amendments to the Market-Octavia (HUB) Area Plan and a newly completed HUB historic-resources survey. The presentation outlined three core goals: increase housing and affordable housing near transit, coordinate public-realm improvements, and update implementation (fees and infrastructure) to support anticipated development.
Staff proposed rezoning the area to C3G with lower parking requirements and micro-unit standards, and identified 18 parcels where height increases could add approximately 1,600 housing units under the revised controls. Staff summarized feasibility work showing limited capacity to increase fees or affordable housing percentages further due to rising construction costs and tighter margins.
On historic resources, staff summarized a HUB survey conducted in 2018–2019 that evaluated 27 buildings and identified five as individually eligible for listing in the California Register, including the San Francisco Women’s Center building, the San Francisco Cannabis Buyers Club (1438–1444 Market) for its role in early medical-marijuana efforts, and the San Francisco Human Services Agency building (a notable example of Brutalist/modern architecture). Staff noted the draft EIR for the HUB plan will be presented to the commission on August 7 for formal review and comment.
