The Historic Preservation Commission approved a certificate of appropriateness for 804–806 20th Street in the Dogpatch Landmark District, allowing a minimally visible third‑floor addition, rooftop decks, solar panels and restoration of a ground‑floor commercial storefront.
Monica Giacamucci presented the staff analysis concluding that the limited visibility of rooftop features, compatible materials and appropriate setbacks made the project consistent with Article 10 and the Secretary of the Interior Standards. Architect Mark Topacher said the third floor would be pulled back and designed to be compatible with neighboring three‑story buildings; proposed work also converts the ground floor to commercial space and relocates residential units to other floors.
Neighbors who abut the rear of the property spoke in opposition, citing potential loss of light and air to interior light wells and the elimination of unique historic roof forms. Commissioner discussion emphasized the commission's role in applying historic criteria (separating planning/zoning issues from Article 10 determinations). The commission voted unanimously to approve the COA with conditions, including submittal of product cut sheets and drawings prior to permit approval.
