Commission approves amendments to administrative delegation for Certificates of Appropriateness

At its May 15, 2019 hearing, the San Francisco Historic Preservation Commission approved amendments to the administrative delegation for certificates of appropriateness and minor permits intended to align practice with recent accessory dwelling unit code changes and clarify administrative review thresholds.
Tim Frey, Planning Department staff, walked commissioners through revisions: clarified when roof replacements qualify as ordinary maintenance (character‑defining materials such as slate, clay tile, copper would trigger a review), proposed delegating review of rehabilitation and maintenance plans for Mills Act and landmarks work to staff in appropriate cases, and proposed adding reversible murals and certain art installations as administrative review items when they meet preservation practice standards.
Frey said the delegation update also responds to changes in the ADU program and objective criteria for landmark districts, and would allow staff to avoid a noticed public hearing for some minor items while returning substantive matters to the commission. The commission moved to approve the delegation amendment; the motion passed unanimously, 6–0. Staff said the adopted delegation would be revisited in spring/early summer 2021.
