Preservation staff presented the proposed initiation of landmark designation for 2031 Bush Street, historically known as the Kinmon Gakuen Building (Golden Gate Institute). Desiree Smith summarized the building's significance: purpose-built in 1926 as a Japanese language and culture school, its role in supporting Japanese American life in Japantown, its wartime use as a processing center associated with the mass incarceration of people of Japanese ancestry during World War II, and its postwar role housing the Booker T. Washington Community Services Center. Smith noted the property would fill a documented gap in local landmarks associated with San Francisco's Japanese American history.
Richard Hashimoto, board member with Kimon/ Kinmon Gakuen, said the board unanimously supported initiation and thanked staff for research and site visits.
A procedural recusal of Commissioner Matsuda had been handled earlier in the hearing; the motion to initiate landmark designation was made, seconded and passed with a recorded vote of 6'to'0.
Next steps: staff will prepare a final draft designation report with a significance diagram, more photos, and additional oral histories; staff will return at a future date for adoption hearings.
