Commission approves two 6-story mixed‑use buildings at Broadway/Davis with design conditions

The Historic Preservation Commission unanimously approved Certificates of Appropriateness for two new six‑story mixed‑use buildings proposed at 88 Broadway and 735 Davis in the Northeast Waterfront Landmark District, subject to staff‑recommended conditions on final design and signage.

Marcel Boudreaux of planning staff said the project—co‑developed by Bridge Housing Corporation and The John Stewart Company—would provide affordable dwelling units for families and seniors with ground‑floor commercial and childcare space and that the revised plan set (dated March 9, 2018) responds to prior Architectural Review Committee comments. Staff recommended approval with conditions requiring final design review by the Planning Department for elevations, colors and finishes and administrative review of exterior signage.

Architect Bill Letty described changes since the ARC review including stepping down massing toward the water, introducing thin brick veneer, mid‑block mews, and a variety of indoor and outdoor amenity spaces. Aaron Thornton reviewed fenestration, material changes and courtyard treatments.

Jay Wallace, a representative of a nearby hotel/theater project, spoke in support, saying the project and its neighbor have broad community backing. Commissioners praised the revisions—particularly setbacks and brick material—and moved to approve the certificate of appropriateness with the conditions described by staff. The motion passed 7 to 0.

Staff will continue coordination with the Port of San Francisco, the Mayor’s Office of Housing and Community Development and other agencies on final design details prior to issuance of architectural addenda.
