At an informational hearing, Forest City and Port staff reviewed the Phase 1 submittal for the Pier 70 mixed‑use project, describing a program that includes rehabilitation of historic buildings, new infrastructure and a waterfront park.
Michael Christiansen, presenting for the department, said Phase 1 will rehabilitate approximately 80 percent of the site‑square footage in early phases, notably Buildings 12 (proposed Maker’s Market Hall with PDR and retail) and Building 2 (concrete structure adapted for residential use). The phase includes bringing 20th Street and a new north‑south connector (Maryland Street) into the site with full wet and dry utilities, and constructing about 3.4 acres of new park and open space including the Slipways Commons.
Forest City described the Maker’s Market Hall concept for Building 12—60,000–100,000 square feet of production, distribution and repair (PDR) combined with visitor‑oriented retail that highlights local makers—and said early phases will mix new residential, commercial and public spaces. Staff outlined a timeline for structural demolition and infrastructure work beginning in 2018 with openings of rehabilitated buildings anticipated in late 2020 or early 2021.
The presentation was informational; commissioners asked for a follow‑up presentation and possible site visit with the Orton rehabilitation project team to see completed work and coordinate streetscape timing.
