Lambert displayed a map and cited the African‑American context statement and the Japantown study, arguing that some block inclusions in the Japantown survey represented an overreach because a property’s past brief use as a Japanese business or residence was used to extend study boundaries. He said those boundaries can and should overlap and that the Bush Street Cottage Row Historic District — currently designated on architectural merit — "should be designated as an LGBTQ site" because of significant history in that regard.
Lambert said he had submitted a separate proposal for a Cottage Row mini‑park and planned to return at a future meeting with more detailed comments about a specific block across Fillmore that he said is significant to African‑American history and should be shared in the Japantown context statement.
Commissioners thanked Lambert and invited him to return with more information; staff and commissioners acknowledged the broader LGBTQ cultural heritage strategy work underway and a staff effort to brief the commission on Central SoMa and other planning matters.
