Commission approves COA for 581 Waller Street restoration, endorses historically informed facade work

The Historic Preservation Commission approved a certificate of appropriateness for restoration work at 581 Waller Street, a contributing building in the DuBoce Park Landmark District, following a presentation by Planning staff and the project architect.

Stephanie Cisneros (Planning staff) described the 3½-story, 1900 Queen Anne house and staff's recommendation for approval with two conditions, including an on-site review after full demolition of non-historic cladding and revision of facade restoration details based on physical evidence. "Staff has determined that the proposed work with the recommended conditions will be in conformance with the requirements outlined in Appendix A of Article 10 of the planning code," staff said.

Architect Eliza Hart explained that exploratory demolition uncovered evidence (including an arch-shaped decorative header and medallion marks) that informed which ornamental elements should be restored. "After uncovering some of the shingles...we found this little arch-shaped decorative header on the window," Hart said, describing how nearby properties guided restoration choices.

Public comment from preservation advocates supported the project as an example of sensitive restoration. The commission moved to approve the COA with the recommended conditions; the motion passed unanimously, 6 to 0.

Next steps include the project sponsor contacting preservation staff upon removal of non-historic cladding for an on-site review and staff oversight of final facade-restoration details.
