The Historic Preservation Commission voted Feb. 1 to approve a certificate of appropriateness for alterations to 188 Haight Street and to support a zoning variance request for a proposed one-car garage on the Rose Street frontage, subject to staff review of minor modifications.
Marcel Boudreaux and project architect Dennis Budd described a through-lot proposal that includes front and rear facade repairs, replacement glazing, a two-story rear bay, and a new one-car garage with a roof deck facing Rose Street. The design requires a variance because the garage encroaches into the required rear-yard area for the through lot.
Neighbors raised concerns about yard loss, light-well obstruction and the scale of the proposed rear deck. Andrea Tishler, who owns the neighboring property on Rose Street, said she initially opposed the project because of its scale and the potential intrusion into her building's light well. She told the commission that the applicants agreed to flip the garage location and revise the deck so it no longer intrudes on her light well, and she said she would not oppose the project as modified.
Staff offered a revised draft motion delegating minor modifications generated by the variance (revising garage door location, stair access and minor deck changes) to staff review and found the project would remain consistent with the Secretary of the Interior standards and Article 10 if those revisions are minor. Commissioners debated whether the garage should be flipped to the opposite side of the lot to reduce noise impacts and whether that change would raise roof-deck height; some commissioners recommended sound-mitigation measures if the garage location remained unchanged.
The commission approved the COA and the motion to allow staff-level review for minor modifications; the zoning administrator indicated he was inclined to grant the variance but would take the matter under advisement and follow up on sound and tree-relocation concerns.
