The Historic Preservation Commission unanimously approved a certificate of appropriateness on Dec. 7 for a new four‑story, 103‑unit residential project at 950 Tennessee Street in the Dogpatch Landmark District.
Planning staff said the existing 2‑story industrial building (constructed 1947) had been incorrectly listed as a contributing resource and should be classified as non‑contributing, given the district’s period of significance. Staff recommended approval with conditions after ARC review and sponsor revisions addressing fenestration, roof‑deck details and materials.
Juan Carlos Wallace (project sponsor, OrecX Partners) and Glenn Raskalvo (Handel Architects) described a publicly accessible mid‑block passageway included as a project amenity and said the developer had a memorandum of understanding with the Dogpatch Neighborhood Association (DNA) committing to build the passage. Commissioners praised design updates, debated a staff recommended condition to refine the row‑house fenestration, and discussed standard rail setback conditions for rooftop decks.
The commission moved to approve the project with conditions requiring material samples as part of the building permit, further refinement of fenestration in the row‑house portion, and setback of roof‑deck handrails from the building edge. The motion passed unanimously, 6 to 0. Staff noted that if the sponsor later omitted the mid‑block passageway the project would represent a substantial design change requiring return to the commission.
