Planning staff recommends, commission approves COA for 1133 Tennessee Street in Dogpatch

Rich Shukray, planning department staff, presented a Certificate of Appropriateness (COA) application for 1133 Tennessee Street, a contributing resource in the Dogpatch Landmark District. Shukray outlined proposed exterior alterations: restoration of the primary façade based on historic photographs, repair and selective replacement of siding and windows, replacement of a garage door with a glazed wood door, a new wood entry door, and removal of a non-historic two-story rear lean-to to be replaced by a new three‑story rear horizontal addition extending approximately 19 feet 6 inches. He described proposed materials and fenestration changes and said the project would increase dwelling units from two to three and overall square footage from 3,397 to 4,299.
Staff recommended approval with conditions that must be met prior to issuance of the site permit: (1) submit a landscape plan documenting proposed paving, perimeter fencing and landscape consistent with the historic character; (2) provide a materials board to verify final material choices and paint color; and (3) submit additional information on the design and dimensions of the new entry stair and handrail to ensure consistency with other historic entry stairs in the district.
Owner Bob Nelke stated he concurred with the staff report, has worked with neighborhood organizations, and will comply with the staff conditions. Commissioners discussed a continuance request from the Dogpatch Neighborhood Association and whether additional outreach should be required. Staff offered the option of an extra pre-application meeting with neighbors prior to the 03:11 notification if the commission desired it as a condition. The commission added a condition to require additional outreach as amended by staff and moved to approve the COA. The motion passed unanimously, 6–0, with Commissioners Jahnke, Johns, Matsuda, Pearlman, Hyland and President Wolfram recorded voting 'Yes.'
Next steps: the owner must satisfy the three staff conditions before site permit approval and complete the neighborhood-notification process as required by code.
