Planning staff re-commit to Mission 2020 work; outline affordable-housing bonus proposal

At the start of the Nov. 4, 2015 meeting, Planning Department staff updated the Historic Preservation Commission on two department priorities: ongoing work in the Mission neighborhood and a new incentive program for on-site affordable housing.
Staff said that although a Mission Moratorium ballot measure did not pass, the department and the mayor remain committed to implementing the Mission 2020 plan to "stabiliz[e] the demographics of that neighborhood while the neighborhood is growing," including tenant counseling, eviction control, and acquisition of sites or buildings for affordable housing.
Staff also described an "affordable housing bonus" program introduced by the mayor and Supervisor Tang that would implement state law requirements allowing additional density when developers provide on-site affordable housing. The program would offer incentives to produce moderate- and middle-income housing and could allow projects with up to 30 percent on-site affordable housing; staff said it "has the potential of producing anywhere in the range of 3,000 to 5,000 units of affordable housing across the city." Staff said the item would be the subject of an informational Planning Commission hearing the following day and would return to Planning Commission in early December before proceeding to the Board of Supervisors.
Commissioners expressed interest in a department presentation on the affordable-housing bonus program in a future meeting and staff offered to present to supervisors and district offices as outreach continued.
