Tim Frey (department staff) described revisions including: distinguishing C3 (downtown) properties from other zoning districts for rooftop equipment and elevator overrides; elevating changes to window openings and removal of exterior fabric on individually designated landmarks for Commission review; clarifying ordinary maintenance and repair definitions drawn from Articles 10 and 11; and adding security measures and exterior lighting as administratively approvable with visibility-minimizing conditions. Commissioners requested clearer language about district applicability and specific edits; staff agreed to incorporate those clarifications before the next step.
The Commission voted unanimously to approve the renewed delegation with the noted revisions.
