Staff reports Planning Commission certified EIR for 1545 Pine St.; office-conversion ordinance moving to Board
Summary
Staff told the Historic Preservation Commission the Planning Commission certified the EIR for a proposed project at 1545 Pine St. and approved the design without retaining the historic facade; staff also said the Planning Commission recommended approval — with modifications — of Supervisor Cohen’s office-conversion legislation and will forward it to the Board of Supervisors.

At the opening of the meeting, preservation staff briefed the Historic Preservation Commission on two recent Planning Commission matters: the project at 1545 Pine Street and proposed office-conversion legislation from Supervisor Cohen.
Staff said the Planning Commission on Oct. 2 certified the environmental impact report for the 1545 Pine Street project and approved the project as proposed without retaining the historic facade. Staff summarized commissioners’ rationale at the Planning Commission hearing: several commissioners said the project’s massing and contextual design made facade retention unnecessary and not an improvement to the overall proposal.
Staff also updated the commission on a legislative item drafted by Supervisor Cohen to allow office conversions from PDR (production, distribution, and repair) uses in landmark buildings. The Planning Commission reviewed the legislation and, after similar discussion to the Historic Preservation Commission, recommended approval with the modifications discussed; staff said the legislation will move to the Board of Supervisors and that the commission will be kept informed as it progresses.
The briefing was informational; no action was taken by the Historic Preservation Commission on either the 1545 Pine Street project or the Supervisor Cohen legislation at this hearing.
