Planning Department staff presented draft Preservation Element Objectives 7 through 9 and solicited commission feedback. Shelley Caltagironi reviewed Objective 7 (foster public awareness and appreciation), recommending expanded terminology to include 'historic and cultural resources' or 'cultural heritage assets,' and proposing implementation measures such as walking tours, web and print publications, school and youth programs, and community stewardship responsibilities.
Objective 8 links preservation to sustainability. Staff proposed additional policies and implementation measures including (1) encouraging studies of energy use to quantify environmental benefits of preservation and adaptive reuse, (2) creating a salvage program to retain and reuse architectural materials, and (3) encouraging sustainable materials and infrastructure in alterations that are compatible with historic fabric. Commissioners debated performance‑based vs. prescriptive approaches for energy measures and recommended clarifying language that preservation priorities and character‑defining features remain protected while enabling sustainable upgrades.
Objective 9 addresses disaster preparedness and recovery. Staff proposed clarifying overlap with the Community Safety Element, integrating preservation policies into long‑term recovery planning, creating salvage and interpretation programs for neighborhoods damaged beyond repair, and monitoring climate‑change risks (including sea‑level rise) to coastal historic resources. Commissioners suggested adding policies to encourage façade maintenance programs or periodic inspections to reduce hazards in earthquakes. Staff will refine policy language and return with revisions and implementation measures; an open house at the Old Mint is planned for public outreach.
