Historic preservation staff to return in December with Civic Center inventory cost and schedule

San Francisco’s Historic Preservation Commission on a unanimous vote continued the Civic Center Cultural Landscape Inventory to the December hearing so staff can provide a firm cost estimate and schedule for completing the work.

Tim Frey, preservation staff, told the commission that consultants are scoping how much work is required to finalize the inventory and that staff expects a cost estimate and a clearer timeline within a week. He said a small gap in consultant schedules may speed or slow delivery depending on available funds and timing, and that if funds and schedule permit the consultant could be engaged immediately rather than waiting for the hearing.

Commissioners pressed staff about scope and phrasing. Commissioner Johns asked why the agenda described the item as an adoption when staff planned to continue the work; staff agreed to use clearer phrasing going forward. Commissioner Johns also criticized factual errors in earlier documentation; Frey responded that many errors originated in prior documentation that consultants relied on and that correcting them would require additional resources beyond the original scope.

Several commissioners urged the department to keep the work focused on completing an inventory rather than expanding the project into a broad cultural landscape report unless the commission directs otherwise. Frey said staff could report back in December with a plan and with cost information that would indicate whether the work could include additional historical research.

The commission approved a motion to continue the matter to the December 3 hearing; the vote was 7–0. Staff said it will report back with the consultant estimate and a proposed schedule.

The continuation means no formal findings or designation changes were adopted at this hearing; the next procedural step is staff’s December update and any formal request to adopt or modify the inventory at a future hearing.
