Susan Parks, planning department staff, presented eight Mills Act contract applications before the commission: seven properties contributing to the newly designated DuBose Park Landmark District and one city landmark, 1772 Vallejo (the Burr Mansion). Parks summarized each nomination, the proposed rehabilitation work and maintenance plans; staff recommended that the commission forward recommendations for all eight contracts to the Board of Supervisors.
Mike Jine from the Assessor and Recorder's Office explained valuation methods for Mills Act applications, noting the assessor uses factor-based value, comparable sales and a restricted Mills Act value; the restricted value often results in the lowest assessed value for Mills‑Act contracted properties. Shannon Ferguson (preservation consultant) and owner John Moran described extensive structural and drainage work needed at the Burr Mansion and said they would use Mills Act savings to offset preservation costs.
Mike Bueller of San Francisco Heritage urged the commission to recommend approval of the applications and noted the volume of Mills Act applications would substantially increase the city's contracted properties. After discussion and no public opposition, the commission moved and unanimously recommended approval of items 13 A–H (all eight contracts) to the Board of Supervisors, 7-0.
