Sponsor Scott Brady (Huntsman Architectural Group) described operable hopper and inward-swinging casement windows, a mineral-based Keim coating for the stone cladding that he said is breathable and reversible though not easily removed, and a proposed planted roof terrace with hedges. Public commenter Gail Malek questioned whether the building should be considered a historic structure and why the clock tower would be removed; several commissioners debated whether the tower is a distinctive feature and expressed differing tastes about coating and color choices.
After discussion and a request that material contrast and a materials board be recorded in conditions, the commission voted to approve staff recommendations with the listed conditions. The motion passed 6–1, with Commissioner Pearlman recorded as voting no. The conditions enumerate prior-to-issuance submittals including specifications for cleaning/coating sandstone and limestone, dimension details for the removal of the clock tower and corner bay windows/guardrail, and a materials board with finish samples for new sash and coatings.
The staff and sponsor agreed to provide clearer drawings and samples in follow-up submissions to address commissioners' concerns about contrast and maintainability of finishes.
