Commissioners and staff discussed the appeal and notification process: minor permits to alter are included in commission files and subject to a 20‑day hold period to allow members of the public or the commission to request a full hearing. Tim Frey (department staff) said neighborhood groups and heritage organizations routinely request to be included on distribution lists for these approvals. Commissioners asked for clearer language on investigative work that removes non‑historic material to reveal historic fabric and on how salvaged historic material should be handled and reinstalled after investigation; the commission amended the delegation to add clarifications on historic materials handling.
