Commission approves Five Keys contracts to operate 24-unit supportive housing at 42 Otis

The San Francisco Homelessness and Supportive Housing Oversight Commission on Oct. 10 voted to approve two grant agreements with Five Keys Schools & Programs to provide property management and support services at 42 Otis Street, a 24-unit building the city acquired earlier in 2024.
Elizabeth Hewson, manager of HSH's supportive housing programs, told commissioners the building contains 24 studio units with bathrooms and kitchenettes and includes commercial space that will be converted to offices and programming. She said the project was funded in part by a HomeKey award, local Prop C dollars and HUD Continuum of Care rental assistance that was reallocated after delays in another project.
The contract packet drew questions from commissioners about the city's ownership status and the program's intended tenants. Hewson confirmed the city purchased the building earlier this year and said the site will serve young adults experiencing chronic homelessness who are referred through the youth coordinated entry system.
Commissioners also discussed whether Five Keys has prior experience operating permanent supportive housing. Hewson said Five Keys currently operates two PSH buildings in and around the city, including the Artmar Hotel (for transition-age youth) and 835 Turk Street (the Gotham Hotel).
After brief public comment and commissioner discussion, a motion to approve the two agreements was made and seconded; the roll call vote recorded the measure as approved.
The commission did not materially alter the contract terms in open session; staff said operational details, including tenant referral and service plans, will be carried out consistent with HSH benchmarks and program requirements. The department indicated it would return with additional presentations when more site-specific implementation details are ready.
What's next: HSH will execute the grant agreements and oversee start-up of on-site services and programming for the 42 Otis residents.
Vote: Item 12 a and b were approved by roll call.
