Commission approves $1.45M/year property-management grant and $1.5M startup for trans-focused youth supportive housing

The Homeless Oversight Commission approved a grant agreement to Abode Property Management to provide property management for a newly constructed 42-studio supportive housing building designed to serve young adults ages 18'29, with priority for transgender, gender-nonconforming and intersex residents.
Elizabeth Hewson, manager of supportive housing programs at HSH, told commissioners the agreement will include approximately $1,450,000 per year for ongoing property-management operations and about $1,500,000 in one-time startup costs to create on-site offices, security cameras, make some units ADA-accessible and cover initial operational expenses. "Abode brings extensive experience running supportive housing in San Francisco and the region," Hewson said.
Commissioners asked for a cost breakdown to better understand the drivers of the roughly $2,900 per-unit monthly operating cost Hewson cited, noting that property-management costs for buildings with 24/7 staffing and required insurance differ from market-rate rents. HSH staff agreed to provide a full line-item breakdown of the operating cost.
The item passed on a roll call vote with Commissioners Evans, Albright, Aslanian Williams, Duffy, Guerrero and Laguna recorded as voting Aye.
Hewson said the contract start date is projected for November, with a three-month startup period and move-ins expected to begin in March and continue for approximately two months. HSH indicated the program will coordinate with Lyric, the on-site support services provider, and is financed in part with Proposition C funds.
