Commission approves consent contracts: 711 Post modification, 33 Golf tiny homes and two rehab projects; Abode Services selected as prevention fiscal agent

The Homeless Oversight Commission on March 21 approved multiple contract and grant actions on the consent calendar tied to shelter operations and homelessness prevention.
Commissioners approved a modification to the Urban Alchemy agreement for 711 Post (contract term through 06/30/2026 with additional funding and contingency), after questions from commissioners about the provider-held lease model, how much of the contract covers rent, and the citys role reviewing lease terms. Chief of Finance and Administration Gigi Whitley said Urban Alchemy holds the lease with a private landlord but HSH project-management staff and the City Attorneys Office review leases and budget for escalations.
The commission also approved continued funding for 33 Golf, the tiny-home/cabin site, noting the contract term aligns with the owners lease and planned redevelopment; commissioners noted per-unit costs in the ~$55,000 range were consistent with prior small-shelter investments.
Two rehabilitation contracts tied to city-acquired properties were approved. The first, for 5630 Mission (often described in the meeting as Mission Inn), will convert a tourist hotel into 50 studio units serving transitional-age youth; the contract budget including contingency was presented at approximately $9.23 million. The second, Casa Esperanza (3061 16th Street), will convert a 25-unit SRO to serve transitional-age youth with a $2.59 million rehabilitation budget.
Finally, the commission approved a new grant agreement with Abode Services to serve as fiscal agent for prevention payments (San Francisco Emergency Rental Assistance Program), funded through the citys Our City Our Home program. The agreement term is 04/01/2024 to 06/30/2026 with a base budget of $8.3 million and contingency up to $9.9 million. Department staff said Abode will process payments to landlords and aims to issue assistance payments within 48 hours of approval, and that the agreement is modeled on an existing Abode payments process used by the department.
All of the listed items passed by recorded roll call or unanimous voice votes as the commission moved through the consent calendar.
