Housing Authority approves contract amendments, utility allowances and payment-standard updates

The Housing Authority of the City and County of San Francisco approved a slate of consent items at its Oct. 24 meeting, including contract amendments, updated utility allowances and changes to payment standards and flat rents that take effect Jan. 1, 2025.
The board approved multiple contract amendments related to voucher administration. The authority voted to authorize amendment No. 4 to contract 21-008-1 to increase the amount for Paul Edwards Management and Consulting LLC by $200,000, to a not-to-exceed total of $3,700,300 and to extend the contract term by one year. The board also approved amendment No. 2 to contract 22-002-2 to add $7,000,000 for administration and operations within voucher divisions, bringing that contract’s authorized total to $21,000,000.
Kendra Crawford, Housing Operations Director, explained that the annual review required updates to utility-allowance categories when rates change. "Compared to the 2023 report, the 2024 electric allowances increased by 11% depending on usage and bedroom type, and natural gas allowances have increased by 36% depending on usage and bedroom type," she said. The board approved changes to the utility-allowance schedule for both the Low Income Public Housing and Housing Choice Voucher programs, effective Jan. 1, 2025.
Commissioners also approved updated payment standards and new flat rents for public housing effective Jan. 1, 2025. The consent calendar as presented (items 9a, 9b, 9c, 9d, 9f and 9g) passed on a roll-call vote with Ayes from Commissioner Mary Anne Pikes, Commissioner Luana Kim, Commissioner Leroy Lindo and President Joaquin Torres. Item 9e (the voucher-program utility allowances) was pulled from the consent calendar for a staff clarification and then approved separately by roll call with the same recorded votes.
The consent approvals authorize staff to proceed with the stated contract amendments, procurement steps and implementation actions described in the staff reports. The board did not identify any further amendments to the items at the meeting.
The authority then moved to a closed session on anticipated litigation and returned with no report out before adjourning at 6:25 p.m.
