Commission approves 13 project-based vouchers for Mercy Housing’s Starview Courts on Treasure Island

SAN FRANCISCO — The Housing Authority board voted July 31 to approve a 20-year housing assistance payment contract that will attach 13 project-based vouchers to Mercy Housing California’s Starview Courts on Treasure Island.
Kendra Crawford, the authority’s housing operations director, presented the resolution and said the site is a family property that has received federal, state and local funding awards that enable project-basing of approximately 13 units under SFHA’s administrative plan. Crawford said the average gross HAP rent for the units was stated in the staff report as $2,400 annually and that the annual HAP payments for the building would total approximately $374,000; the staff projection for the 20-year HAP contract was shown as roughly $7,500,000.
A commissioner moved approval, a second was recorded, and a roll-call vote was taken. Commissioners Mary Anne Pikes, Lejuana Kim, Leroy Lindo and President Joaquin Torres were recorded as voting in the affirmative and the resolution carried.
The contract binds SFHA, Mercy Housing California, the Mayor’s Office of Housing and Community Development and the Human Services Agency in coordinating leasing and voucher administration under SFHA’s project-based voucher rules. Crawford said the authority will return at a later date with the second project that had been initially included in the committee report.
Next steps: Staff will finalize the contract documents and proceed with execution following the commission’s approval; no amendments to the resolution were recorded at the meeting.
