SAN FRANCISCO — The Local Agency Formation Commission voted Nov. 30 to issue a request for qualifications (RFQ) to obtain executive officer services and empowered the chair to work with legal counsel and the interim administrative officer on minimum qualifications and contracting details.
Angela Calvillo, interim administrative officer and clerk of the board, described an RFQ alternative to a full RFP that could be drafted from the packet's RFP language and published quickly: "I believe we could have the finalized RFQ once the legal counsel had an opportunity to review ... just published out on the street essentially next week," she said. Calvillo said an RFQ would allow the commission to identify qualified individuals or agencies more quickly and to engage an independent contractor for up to two years while pursuing a longer-term procurement if needed.
Commissioners and public commenters stressed the need for a generalist to coordinate work across the commission's growing agenda. "What you need is a generalist, not a specialist," said Eric Brooks of the San Francisco Green Party, urging prompt hiring ideally by January. Jed Holtzman urged a short-term stopgap hire to ensure LAFCO continues monitoring time-sensitive matters such as CCA legislation.
Motion and authority: Commissioner Hillary Ronan moved, and Commissioner Cynthia Pollock seconded, a motion to issue an RFQ rather than an RFP and to empower the chair to work with counsel and the administrative officer on the RFQ and hiring process; the commission passed the motion without objection.
Next steps: Staff and legal counsel will finalize the RFQ language and schedule issuance based on the chair's availability; the commission did not set a not-to-exceed contract amount at the Nov. 30 meeting.
