LAFCO adopts 2024–25 work plan, prioritizing Clean Power SF oversight, municipal housing studies and green banking

The Local Agency Formation Commission voted unanimously on July 19 to adopt its fiscal year 2024–25 work plan, which the executive officer said reverts to the version adopted with the proposed budget and requests the same general fund amount from the City and County of San Francisco.
Executive Officer Jeremy Pollack told commissioners the adopted plan centers on three priority areas: oversight and studies related to Clean Power SF; municipal housing services (including a Midtown Park Apartments study examining resident ownership options); and public/green banking and municipal finance services. Pollack said the work plan also includes a planned study on decommissioning natural‑gas infrastructure and a scope for a green banking study under the SFPUC memorandum of understanding.
Pollack described the decommissioning project as a large, technically complex effort that will require coordination with multiple city departments and community‑based organizations to address equity issues in neighborhoods that may otherwise be left with aging gas infrastructure. On municipal housing work, staff reported that the Midtown Park Apartments study has completed four of six resident engagement meetings, with the next meeting scheduled for Aug. 24 and the study on track for completion in early 2025. Pollack also reported that LAFCO reissued a municipal housing agency RFP but declined to award after the second issuance; a notice of no award has been posted and staff plan additional research and possible reissuance this fiscal year.
Chair Hillary Ronan moved to approve the final FY2024–25 work plan; Commissioner Dean Preston seconded. The clerk called the roll: Vice Chair Hope Williams, Commissioner Preston and Chair Ronan each voted Aye and the motion passed unanimously.
The adopted work plan will guide LAFCO’s oversight and study schedule in the coming year and includes outreach and interagency coordination components for the decommissioning and housing studies.
