LAFCO approves executive‑officer contract extension and accepts $150,000 Ford Foundation grant

At the Feb. 21 meeting of the San Francisco Local Agency Formation Commission, the panel approved two routine resolutions without objection.
The commission approved an amendment extending the consultant agreement for the executive officer, Brian Goebel, through Sept. 30, 2020 and increasing the not‑to‑exceed contract cap by $65,000 to $377,000. Staff said the original contract, entered in May 2018, compensated the executive officer at $75 per hour and had a previous not‑to‑exceed amount of $312,000; the amendment covers the consultant's service over the 2 years, 9 months since the original agreement and reflects a 40‑hour work week. The chair noted administration is pursuing a budget proposal to convert the position to civil service.
The commission also approved acceptance and expenditure of a $150,000 grant from the Ford Foundation to fund data gathering and communications for LAFCO’s ongoing survey of on‑demand workers. Mr. Goval, who presented the item, thanked partners at the Ford Foundation, Jobs with Justice, the San Francisco Foundation and LAFCO staff and recommended approval.
Both motions were made by Chair Sandra Lee Feuer and were seconded (the minutes record a second by Commissioner Marr for the minutes motion and a second by Commissioner Haney for the Ford grant); the chair stated each motion could be taken without objection and no roll‑call tallies were recorded in the transcript.
The Ford‑funded survey is underway; staff said the final report and communications plan are scheduled for release in June. The contract amendment is intended to provide continuity through September while the administration considers making the role a civil‑service position.
