LAFCO authorizes RFQ for renewable-energy consultant to advise Clean Power SF, SFPUC

SAN FRANCISCO ' The San Francisco Local Agency Formation Commission on March 15 authorized its executive officer to develop and issue a request for qualifications (RFQ) to retain a renewable-energy expert or firm to advise LAFCO and provide oversight feedback on the San Francisco Public Utilities Commission's integrated resource planning.
Executive Officer Brian Goble said the consultant would work with LAFCO, the SFPUC, community groups and other stakeholders "to provide feedback during the capital planning process at the PUC," and that funding for the qualification process would come from an existing memorandum of understanding with the SFPUC. Goble asked that the title be broadened from a Clean Power SF consultant to a renewable-energy expert to allow flexibility in scope.
Commissioner Cynthia Pollack moved the authorization and asked why the commission was using an RFQ rather than an RFP; Goble said an RFQ would qualify experts so the commission could assign specific projects later. Commissioner Hillary Ronan seconded the motion. After a public-comment period with multiple speakers supporting a broad scope (including calls to integrate renewables, storage and workforce goals into planning), commissioners took the motion "without objection," authorizing Goble to develop and issue the RFQ.
Next steps: Goble will work with commissioners, SFPUC staff and stakeholders to draft RFQ language and return with the procurement approach; no contract award was reported at this meeting.
